MARRIAGE ASSISTANCE SCHEMES

In order to help the Parents from economically weaker sections who are not able to cope with the burden of expenses towards the marriage of their daughters and to encourage them to educate their daughters till the right age, Marriage Assistance Schemes were introduced by the Government. Five type Marriage Assistance Schemes are implemented to help the daughters of poor parents, orphan girls, widows who re-marry, widows daughter’s marriage and inter-caste married couples.

Under these marriage schemes the Tamil Nadu Government provides 4 grams (22 carrt) gold coin for making “Thirumangalyam” and cash assistance of Rs. 25,000 for the non-degree holders and cash assistance of Rs. 50,000 for the Degree or Diploma holder and 4 grams (22 carat) gold coin for making “Thirumangalyam” from 17.05.2011. The gold coin was increased from 4 grams to 8 grams from 23.05.2016

MOOVALUR RAMAMIRTHAM AMMAIYAR NINAIVU MARRIAGE ASSISTANCE SCHEME

Aim of the scheme:

To help the Parents of economically weaker sections towards the marriage of their daughters and to raise the level of women education.

Scheme benefits:

Scheme I:

Cash assistance of Rs.25,000 and 8 gram(22 carat) gold coin for making “Thirumangalyam” from 23.05.2016

Scheme II:

Cash assistance of Rs: 50,000 and 8gram(22 carat) gold coin for making “Thirumangalyam” from 23.05.2016

Eligibility Criteria:

Scheme-I
Education Qualification:
  1. The bride should have studied 10th Std pass,
  2. If studied in private / Distance Education, bride should have passed 10th std.
  3. Bride should have studied up to 5th std in case of Scheduled Tribe.
Scheme-II
Education Qualification:
  1. Degree holders from regular colleges, Distance education / Government recognized Open University are eligible,
  2. Diploma holders should have qualified from the Institution recognized by the Directorate of Technical Education, Government of Tamil Nadu.
Common Eligibility Criteria:
  1. The annual income of the family should not exceed `72,000.
  2. Can avail the scheme for only one daughter in family
  3. On the day of the marriage the age of the Bride girl should be above 18 years, there is no maximum age limit

  1. School transfer certificate xerox
  2. For Scheme I: 10th std or 12th std Mark sheet xerox
  3. For Scheme II: Provisional or Degree certificate xerox

Time Limit to apply for the scheme:

To avail the scheme benefit one has to apply 40 days before the marriage. For certain special reason with a valid reason can apply 1 day before the marriage

Aim of the scheme:

To encourage the widow Remarriage

  1. Degree holders from regular colleges, Distance education / Government recognized Open University are eligible.
  2. Diploma holders should have qualified from the Institution recognized by the Directorate of Technical Education, Government of Tamil Nadu.

Common Eligibility Criteria:

  1. There is no income ceiling
  2. The age of the bride girl should be 20 and above and the age of the groom should not exceeding 40
  3. On the day of the marriage the age of the Bride girl should be above 18 years, there is no maximum age limit

  1. Proof of widowhood
  2. Wedding invitation for remarriage
  3. Age proof of the Bride and Groom
For Scheme II:

E.V.R. MANIAMMAIYAR NINAIVU MARRIAGE ASSISTANCE SCHEME FOR DAUGHTERS OF POOR WIDOWS

Aim of the scheme:

To help the poor widow parent of economically weaker sections towards the marriage of their daughters.

Scheme benefits:

Scheme I:

Scheme II:

Cash assistance of Rs: 50,000 and 8gram(22carat) gold coin for making “Thirumangalyam” from 23.05.2016

  3. On the day of the marriage the age of the Bride girl should be above 18 years, there is no maximum age limit
Documents to be submitted:
  1. Recipients of Widow Allowance under Social Security Scheme do not need widowhood Certificate and Income Certificate.
  2. For those who have not received widow’s allowance, should be obtained and submitted widow certificate and income certificate from the respective Tahsildar.
  3. Age proof of the bride girl

ANNAI THERASA NINAIVU MARRIAGE ASSISTANCE SCHEME FOR ORPHAN GIRL’S

Aim of the scheme:

To provide economical help for the Orphan women

Scheme II:

Cash assistance of Rs: 50,000 and 8gram(22carat) gold coin for making “Thirumangalyam” from 23.05.2016

Dr. MUTHULAKSHMI REDDY NINAIVU INTER-CASTE MARRIAGE ASSISTANCE SCHEME

Aim of the scheme:

In order to Creating balance by eliminating racism in society.

Scheme benefits:

Scheme I:

Cash assistance of `25,000 is given under this scheme, out of which `15,000 is given through ECS and `10,000 in the form of National Saving Certificate along with 8 gram 22 carat gold coin for making “Thirumangalyam” from 23.05.2016

Scheme II:

The degree / diploma holders receive `50,000 out of which `30,000 is given through ECS and `20,000 as National Saving Certificate along with 4 gram 22 carat gold coin for making “Thirumangalyam” from 23.05.2016.

Eligibility Criteria:

Types of Inter-caste Marriage

Category – I :

Either of the spouse of the Inter-caste married couples should be from Scheduled caste or Scheduled Tribe while the other spouse may be from any other Community.

Category – II :

Either of the spouse should be from forward or other community and the other spouse from BC/MBC.

Common:

  1. There is no income ceiling.
  2. On the day of the marriage the age of the Bride girl should be above 18 years, there is no maximum age limit

  1. For Scheme I:10th std or 12th std Mark sheet xerox.
  2. For Scheme II:Provisional/ Degree or Diploma certificate xerox

Has to apply within 2 years from the date of Marriage.

SATHIYAVANIMUTHU AMMAIYAR NINAIVU FREE SUPPLY OF SEWING MACHINE SCHEME

Aim of the scheme:

Providing free sewing machine to help vulnerable women, helpless widows, abandoned widows, physically challenged men and women in the society to become self-employed and improve their quality of life.

Scheme benefits:

Provides Sewing Machine and Accessories

Eligibility Criteria:

  • Orphan/ unsupported women, widows, women abandoned by their husbands, other women affected by the society and economically weaker women.
  • Must be familiar with sewing.
  • The annual income of the family should not exceed `72,000.
  • Must be between 20 and 40 years old.

Documents to be Attached:

  • Certificate of Widows, women abandoned by their husbands
  • Income Certificate of the family
  • Age proof of the applicant
  • Certificate that the applicant is proficient in sewing
  • Caste Certificate of the applicant
  • Passport size photo

Chief Minister’s Girl Child Protection Scheme

Dr. Jayalalithaa, first launched the Girl Child Protection Program in 1992, with the aim of eradicating female infanticide, changing the status quo of accepting only male children, and promoting female education.

Scheme-I

An amount of Rs. 50,000 is deposited in the name of the girl child born on or after 01/08/2011, in the form of fixed deposit with the Tamil Nadu Power Finance and Infrastructure Development Corporation Limited, for a family with one girl child only. The copy of the fixed deposit receipt is given to the family of the girl child.

Scheme-II

An amount of Rs. 25,000 is deposited in the names of two girl children born on or after 01/08/2011 in the form of fixed deposit with Tamil Nadu Power Finance and Infrastructure Development Corporation Limited, for a family with two girl children only. The copy of the fixed deposit receipt is given to the family of the girl children.

Eligibility Criteria:

(Go. No.533, sw (a) nmp, dated 13.10.1992, Govt.No.199 sw (a) nmp(5) Date.31.12.2001, Go. No.55, sw (a) nmp Date.11.04.2005 and Go No.51, sw (a) nmp, Date.14.10.2014)

  • One of the parents must have undergone contraceptive surgery by the age of 35.
  • The family should have one or two girl child only
  • There should be no male child in the family. The boy child should not be adopted in later also.
  • Parents or their parents must have resided in Tamil Nadu for ten years at the time of application.
  • If there is only one girl child under Scheme 1, they should apply within 3 years of birth.
  • If only two girls under scheme 2. Must apply within 3 years of birth of second child.
  • Annual income should not exceed Rs.72,000

Transgender Welfare

Tamil Nadu Transgender Welfare

Aim of the scheme:

Formulation and implementation of welfare schemes and economic assistance to third genders through Tami Nadu Third Gender Welfare Board.

Scheme benefits:

  • Identity card for the third gender
  • Monthly Special Pension of Rs.1000 / – for Third Gender above 40 years of age without support
  • Subsidy for starting a self-employment

Eligibility Criteria:

  • Must be a resident of Tamil Nadu
  • Must have an identity card issued by the Tamil Nadu Third Gender Welfare Board

PROTECTION OF WOMEN FROM DOMESTIC VIOLENCE ACT, 2005

Under the Domestic Violence Protection Act the women who face violence by family members can file a complaint with the Protection Officer at the District Social Welfare Office and file a lawsuit with the court to resolve the matter within 60 days.

THE FOLLOWING REMEDIES ARE AVAILABLE UNDER THE PROTECTION OF WOMEN FROM DOMESTIC VIOLENCE ACT, 2005

  • Protection Order
  • Residence Order for residing at Matrimonial House
  • Monetary Orders which includes maintenance for herself and her Children
  • Temporary Custody of Children
  • Compensation order for the damages caused to her

THE MAINTENANCE AND WELFARE OF PARENTS AND SENIOR CITIZENS ACT, 2007

Parents and senior citizens, parents who are unable to take care of themselves and senior citizens over 60 years of age, if the petition is filed in the tribunal set up at the District Collector’s Office, action will be taken to investigate and obtain relief.

Reliefs available under this Act

  • The son, daughter, grandson and granddaughter by other heirs who are in possession of the property of the victim are the ones who are obliged to take care of the elderly
  • Property and other possessions lost by the affected elderly will be recovered
  • Accommodation will be provided only if protection is required
  • The tribunal headed by the respective area magistrate will hear the application
  • There is a way to compromise also
  • Violators of the judgment will be punished

DOWRY PROHIBITION ACT, 1961

The legal provisions were made in 2004 for the Dowry Prevention Act, passed by the Government of Tamil Nadu. Which Aimed at protecting women from marital violence, such as economic violence, compulsory Dowry and death due to dowry problems.

  • It is a legal offense to solicit jewellery, money, goods or other valuables as a dowry.
  • The agreement is invalid with the dowry being put up to give or buy.
  • Can file complaint with the respective area All women Police station or Dowry Prevention Officer
  • Penalty will be imposed by law for the crime for receiving or giving dowry.

PROTECTION OF WOMEN FROM SEXUAL HARASSMENT AT WORK PLACE ACT, 2013

This important piece of legislation, which was enacted to ensure a safe environment free of sexual harassment in the workplace, aims to make women’s workplaces a non-violent base for them in practice.

  • Sexual harassment is sexually speaking, showing half-naked /nude photos, touching, or forcing a sexual act.
  • An internal grievance committee should be set up in the workplace
  • For workplaces with less than 10 employees, complaints should be made to the local grievance committee
  • The complaint must be lodged within 3 months of the incident

THE PROHIBITION OF CHILD MARRIAGE ACT 2006

The Child Marriage Prevention Act of 2006 was enacted to prevent child marriage between a Girl under the age of 18 and a man under the age of 21.

  • Child marriage is not legally valid.
  • Invalidation of an existing child marriage.
  • Legal action can be taken against all the parents who were complicit in the child marriage, the person who conducted the marriage and the person involved.
  • Complaints regarding child marriage can be made to the respective District Child Protection Unit or can made a call to toll free number 1098 or District Social Welfare Office.
  • For the affected child Shelter, Advice, and special services will be provided.

FREE UNIFORMS TO STUDENTS IN GRADES 1 TO 8 BENEFITING UNDER PURATCHI THALAIVAR MGR – NUTRITIOUS MEAL PROGRAMME

4 sets of Uniforms are being supplied free of cost for the beneficiaries enrolled under noon meal programme under the social welfare department

GOVERNMENT WORKING WOMEN HOSTELS

AIM OF THE SCEHEME:

Providing safe accommodation with food for low and middle income women working away from home.

ASSISTANCE PROVIDED:

Provide accommodation, cover food and electricity bills on a shared basis. Indigenous people have to pay Rs.300 per month in Chennai and Rs.200 per month in other districts.

Criteria to Benefit from the Scheme

Women working in Chennai earn less than Rs. 25,000 and in other districts less than Rs. 15,000 per month.

Document to be submitted:

  • certificate issued by the working office
  • Income certificate of the applicant
  • Certificate of belonging to a place or district other than the place of accommodation.

Note: 2 hostels have been started and running in Chengalpattu district

“SAKHI”- ONE STOP CENTRE (OSC)

The objectives of the Scheme is to provide integrated support and assistance to women affected by violence, both in private and public spaces under one roof. To facilitate immediate, emergency and non-emergency access to a range of services including medical, legal, psychological and counselling support under one roof to fight against any forms of violence against women. This scheme is working along with the 24/7 Women Help Line 1091.

Community Assistance Centre

A Community Assistance Centre is being set up at the District Social Welfare Office to create awareness among women and to take appropriate action after receiving complaints from the general public.
